Rally cries for protecting child's rights

Imphal, January 23: After a public meeting held at Hapta Kangjeibung in protest against denial of due rights to the children of Manipur as a fallout of the atrocities being committed by the security forces under the shadow of AFSPA for the last many years, child rights activists and concerned citizens from all the districts of the State took out a rally here today.

Representatives of the NGOs based outside Manipur also participated in the public meeting as well as the rally organised under the aegis of Manipur Alliance for Child Rights.

Flagged off by Chairperson of Manipur Human Rights Commission WA Shishak from Hapta Kangjeibung, the rally passed through New Checkon, Nongmeibung and Andro Parking before converging again at the starting point.

During the rally, the participants shouted slogans for removal of Armed Forces Special Powers Act and protection of the rights of the children.

They also carried placards with slogans like 'Say no to guns', 'Protect child's rights', 'We want peace', 'Ensure and secure the future of children', 'Protect innocent civilians', 'Review AFSPA', 'Save women and child', 'Stop gun culture in Manipur', 'Enforce humanitarian law in conflict area as in Manipur', 'Protect Manipur from lawlessness', 'Save Manipur's society', etc.

After the rally, a memorandum detailing three demands based on the resolutions adopted during the meeting was also submitted to the CM in charge.

The meeting proceeded with Chairman of MHRC WA Shishak taking the chair as chief guest and president of NAFRE Peoples' Movement Udauy Singh as functional president.

Giving the key note address, Montu Ahanthem observed although all the people in Manipur are suffering from the impact of AFSPA either directly or indirectly, children are the most vulnerable and worst sufferers.

Moreover, unlike adult members of the society, children have no power and the platform to raise their voice nor the existing laws could protect them from such injustice.

On one hand, the number of destitute children whose mothers or fathers have been killed by the security forces with immunity granted under AFSPA has been on the rise while on the other hand there are many children who have either fallen victims or maimed for life.

So removal of AFSPA is essential to ensure a secure environment for the children to grow and nurture their dreams.

Based on the resolutions adopted during the meeting, a three-demand memorandum was forwarded to the Chief Minister after the rally.

The demands include immediate withdrawal of AFSPA from Manipur, taking up necessary measures for initiative peace talks with the various armed organisations operating in the State and setting up a Children's Commission to look after the problems of the young citizens of the State.

IMPHAL, Jan 23: Thousands turned up today to take part in the public meeting and mass protest rally demanding the removal of AFSPA from Manipur to protect children`s rights.

Justice W A Shishak, chairperson Manipur Human Rights Commission, speaking as the chief guest at the public meeting, said, "I endorse the demand for `remove AFSPA`. My personal view is that AFSPA is not required. For an emergency Act like AFSPA, fifty years is too long a time."

The Justice said that the continuation of this Act is desired not only by `them` (government of India) but also by `our own people, the handful elected leaders`.

Giving the keynote address, Montu Ahanthem, convener Manipur Alliance for Child Rights, said, "This protest movement is based on the strong belief that the oppressed people whether in the Northeast, Jharkhand or Orissa need to get together to challenge the elitist superiority imposition. MACR firmly believes that the time has come to put a full stop on the atrocities of AFSPA which is directly and indirectly affecting our children."

Speaking at the meeting Dhanabir Laishram, advisor All Manipur United Club Organisation said that the very concept of welfare democratic state that the government of India so proudly upheld is rendered meaningless by AFSPA. He said, "The child who is given facilities like free vaccinations, polio drops and compulsory education by the government is shot dead when he grows up under AFSPA. This is India`s democracy."

Laishram, who is also teaching at the Manipur University, further said that another ugly fact in Manipur is the kidnapping and killing of children for ransom in the name of insurgents. "Many children are victimized and tortured in Manipur and poverty is the culprit. The existing system violates the rights of the children and people very grievously. The time has already come to redesign the rule by brute force by silencing the voice of the people under democracy," asserted Laishram.

The public meeting at Hapta Kangjeibung was followed by a mass protest rally with people from various districts of Manipur taking part in it, demanding the removal of the AFSPA, 1958, and protection of children`s rights.

Rallyists were seen carrying placards with slogans like, `we want peace`, `protect children`s rights`, `treat human beings equally`, `stop harassing innocent civilians`, `stop child trafficking`, `stop gun culture in Manipur`, etc.

After the rally, a three-point memorandum was submitted to the office of the chief minister of Manipur. The charter of demands asked the state government to take up immediate prompt action for removal of AFSPA, 1958, to take up official peace dialogue with all the insurgent groups within the present year to bring peace to Manipur, and to constitute a state children`s commission for the protection of child rights.

The rally was organised by MACR, Remand for removal of AFSPA will be taken up in other states, including Jharkhand, Orissa, Bihar, Delhi etc along with NAFRE People`s Movement. This rally was organised to register the impact of AFSPA on the young children of Manipur, many of whom are growing up with no adult to protect or guide them.

COOCH BEHAR AND JALPAIGURI

After a hectic day and a good nights sleep, the team got ready for the day at around 9:00AM.

The first street corner was held at Laxmi Bazaar under Dinhata Block I. The team reached the spot after traveling around 10kms through the village roads.

WBEN representatives as usual were enthusiastic and the local people gathered around them when they heard the issues. The issues of work for all, public distribution system, child trafficking and education without any discrimination, displacement in the name of development for few drew the attention of the people. Large numbers of leaflets were distributed among the engaged crowds. More than 200 people gathered at the spot and actively engaged with the discussions. Enthused by the objectives of the Yatra, people asked for leaflets, posters and even address and contact number of the state and district alliance.

The team then went over to the next spot in Dewchari More under Tufanganj I block.
Few members from the district network were already awaiting the arrival of the yatra team. After around 45 minutes the team left the place.


The yatra then reached Tufanganj town where the members had lunch. Without wasting much time the team then moved to Salbari-Talliguri under Tufanganj II Block.
Women in large numbers gathered in the spot. After initiating the discussions by WBEN members on the role and objectives of WBEN and NAFRE Peoples Movement, an interactive session was held where women members addressed the issues of education, child protection and right to life. The entire team of yatra and the gathered crowd rallied to a nearby crossing, around 1km away shouting slogans and urging people to come together for the February, 5th culmination. Handbills in large numbers were distributed among the people who gathered around that time.

Around 5:00 PM, the Yatra crossed the district of Cooch Behar and entered Jalpaiguri. The first meeting at Jalpaiguri was held at 4th Mile, Alipurduar II Block.
Though the state network doesn’t have a formal structure in this district, volunteers from a local organisation Salsalabari Prayaas had already gathered at the spot and started the process for drawing the attention of the crowd. When the Yatra reached the spot it was already evening. Local groups performed a street theatre which highlighted how a certain section of the people are hoodwinked and oppressed by another section. It asked people to raise their voice and ask questions. Local GP member (Chaparer ParII GP) welcomed the yatra and wished the team luck in its endeavours. WBEN members spoke about the vision of WBEN and NAFRE Peoples Movement and spoke about the Yatra.

After this the team then moved to a place called Salsalabari. Another youth team was awaiting the arrival of the yatra. The Yatra team then descended from the bus and rallied shouting slogans to the spot where the street corner was supposed to be held. When the Yatra reached the spot local volunteers were already performing songs. Later WBEN leaders spoke about the objectives of the alliance as well as NAFRE Peoples Movement. The objectives of the yatra were also spelt out. Members of different political parties were a part of the crowd and informally interacted with several WBEN members on the Yatra, its objectives etc.

The programme for the day ended around 8:30 PM. The Yatra then moved over to Panialguri for the night.

Several print and electronic media covered the yatra on this day.
At all street corners and Public gatherings, WBEN members interacted with local people from different walks of life and discussed with them on the objective, vision of the alliance and NAFRE Peoples Movement.

Cooch Behar town (Shahid Bagh)

Inaugral speech by WBEN leaders, representatives, local intellectuals, academicians, journalist from Kolkata TV.
Around 300 people participated mostly women.

Aims and objectives of WBEN-NAFRE PEOPLES MOVEMENT were spelt out. The objectives of the yatra were also discussed.

The yatra was formally started with offering at the Shahid Mancha.

The group rallied for about a kilometer shouting slogans and then moved to the next place.

Media persons from ETV, Aakash Bangla, 24 hours interviewed the WBEN leaders and covered the proceedings.

Around 150 women gathered in that spot. It was already afternoon. A local club collaborated with WBEN in carrying out the proceedings. Discussions on people’s rights and the present crisis were discussed in detail. The role of WBEN and NAFRE Peoples Movement were highlighted. After around one and a half hours the yatra moved to a new place.

Anandabazar Patrika covered the proceedings and interviewed WBEN leaders about the aims and objectives of the yatra.

It was a one and a half hour journey from ghugumari. The yatra reached the spot around 5 in the evening. The programme started with a cultural performance by local children and youths. The participation this time was more vibrant with more than 600 people participating in the programme. Teachers from the local high school also proactively participated and offered their solidarity to the issues raised by WBEN. Pradhan and 1 GP member also participated in the programme and offered their solidarity. Issues of Nandigram and Singur were raised by the group.

Several cultural performances highlighted the programme with discussions held in between these programmes.

The programme ended around 10:00 in the night.

Subject – A memorandum on behalf of the Manipur Alliance for Child Rights (MACR) seeking immediate tangible action for the removal of the Armed Forces Special Powers Act 1958 and protection of Child Rights, This memorandum was resolved unanimously in a public meeting followed by a mass protest rally, held on 23rd January 2008 at Hapta Kangjeibung, Imphal at 11:00 AM in the presence of Justice W.A. Shishak, Chair person – Manipur Human Rights Commission, representatives of NAFRE peoples movement, various peoples organisation and the people of Manipur.

Hon’ble Sir,

We, the undersigned, on behalf of the gathering, have the honour to lay down the following few line for your kind perusal and urgent action;
That, the people of Manipur have suffered uniformly under the Armed Forces Special (Powers) Acts 1958. People of all sexes, of all ages, in the nooks, corners and centre of this state have been victimized directly or indirectly by this Act. Many have died and many more are living with testimonies of what this Act snatched from them – their right to live.

1. That, the children are specially more vulnerable due to fewer opportunities, lower status and less power and influence than adults. They often do not have access to the same rights and legal protections whether in law or in practice like the grown ups. They have no say in the decision making and remain silent rather than confront hostile legal and social systems that fail to respect their rights since they are dependent on their parents or guardians.
2. That, AFSPA has left many children vulnerable with no adults to protect and guide them. AFSPA had also taken the lives of children like Yumlembam Sanamacha, Neta, the list goes on… The Government of India, who is morally responsible for the safety and welfare of the people of this biggest democracy, are responsible for making many children’s lives end so brutally and abruptly.
3. That, Rape and molestation of many young girls is almost an every day news, number of orphan children or with single parents is increasing due to the result of this inhuman Act. Very recent example is October 2007, children in Umathel who were beaten so mercilessly are still suffering mental trauma.
4. That, The AFSPA empowers even a non-commissioned officer of the armed forces to arrest without warrant, to destroy any structure without any verification, to conduct search and seizure without warrant and to shoot even to the causing of death.
5. That, No legal proceeding against the abuse of such arbitrary powers can be initiated without the prior permission of the Central government. Thus impunity enjoyed by the armed forces is responsible for many inhumane acts carried out by them to the people of Manipur.

After a long deliberation the public meeting unanimously resolves to put forward the following charter of demand for your immediate action;


We demand that the state government should take up immediate prompt action for the removal of the Arms Forces Special Powers Act 1958 from the state of Manipur, as this act has violated the rights of the people specially women and children.

DAY 3 Yatra from West Bengal Education Network

After spending the night at Dakshin Panialguri in Jalpaiguri, the yatra rallied around the nearby villages under Majherdabri GP, Alipurduar I Block. 3-4 villages were covered. Children participated in numbers and along with the enthusiastic WBEN members shouted slogans demanding equity in education. After about an hours walk, the Yatra moved over to Kalchini.

At Kalchini in Jalpaiguri, the Yatra was welcomed by the local organizers who were already present at the Kalchini Mor and addressing the crowds gathered at the spot. WBEN representatives along with the local people shouted slogans demanding education in mother tongue, protection for children in tea gardens, immediate action to curb the aspects of malnutrition and starvation among children in tea gardens. The role of WBEN and NAFRE Peoples Movement were spelt out. More than 200 people gathered at the spot and listened to the deliberations by WBEN members. Large numbers of leaflets were distributed. Quite a few number of Samapath (magazine published by WBEN) were also handed over to persons interested. Local representatives also addressed the crowd in Sadri.

The Yatra then rallied for about a kilometre shouting slogans. The people had placards written in both Hindi and Bengali. The team moved inside the tea garden area where they had an interaction with the tea garden workers. The meeting was held at a newly constructed ICDS centre the community had gained after serious agitation. WBEN members tried to gain first hand account of the situation in tea gardens. Women workers who were mostly present in the meeting shared their struggles. WBEN members offered their solidarity to their struggle and spoke about the objectives of WBEN and NAFRE Peoples Movement which inherently constitutes all such peoples struggles. A team of young children then performed a song depicting the situation in tea gardens. After spending about an hour the YATRA moved to their next destination.

From Kalchini the team moved to another tea garden area Binnaguri. A cycle rally was held from this place to Palashbari tea garden, a distance of around 6kms. The cycle rally had youths shouting slogans and carrying placards. Continuous miking was being done to attract the attention of people. Around 100 youths were in their cycles while several others were inside the vehicle miking.

The yatra following the cycle rally moved to Palashbari Tea Garden where tea garden workers welcomed the Yatra in their traditional style. Local folk songs and drum beats aired the atmosphere. Hundreds of people including children were waiting for the Yatra to arrive. A street theatre was performed by a local group. WBEN members addressed the gathered crowd in issues ranging from education to child starvation in tea gardens and peoples right to life. The Objectives of WBEN and NAFRE Peoples Movement including the Yatra were spelt out. People were requested to join the culmination programme on the 5th of February, 2008. Around 2000 people participated in the gathering.



The Yatra then moved from Jalpaiguri towards Siliguri and Raiganj. Due to heavy traffic congestion on the Jalpesh Setu, the Yatra got delayed and hence few WBEN members and NAFRE CS members couldn’t get the scheduled train to Kolkata. Alternate arrangements were made and the team took a hired car towards Kolkata. The rest of the Yatra towards Raiganj faced another road mishap which delayed them by about 3-4 hours. The team finally reached Raiganj around 5:00 in the morning.

Various print and electronic media covered the event and interviewed the WBEN and NAFRE representatives. Kolkata TV, NE TV and Tara Bangla were the primary ones who covered the event.

WBEN representatives as usual were enthusiastic and the local people gathered around them when they heard the issues. The issues of work for all, public distribution system, child trafficking and education without any discrimination, displacement in the name of development for few drew the attention of the people. Large numbers of leaflets were distributed among the engaged crowds. More than 200 people gathered at the spot and actively engaged with the discussions. Enthused by the objectives of the Yatra, people asked for leaflets, posters and even address and contact number of the state and district alliance.

The team then went over to the next spot in Dewchari More under Tufanganj I block.
Few members from the district network were already awaiting the arrival of the yatra team. After around 45 minutes the team left the place.


The yatra then reached Tufanganj town where the members had lunch. Without wasting much time the team then moved to Salbari-Talliguri under Tufanganj II Block.
Women in large numbers gathered in the spot. After initiating the discussions by WBEN members on the role and objectives of WBEN and NAFRE Peoples Movement, an interactive session was held where women members addressed the issues of education, child protection and right to life. The entire team of yatra and the gathered crowd rallied to a nearby crossing, around 1km away shouting slogans and urging people to come together for the February, 5th culmination. Handbills in large numbers were distributed among the people who gathered around that time.


Around 5:00 PM, the Yatra crossed the district of Cooch Behar and entered Jalpaiguri. The first meeting at Jalpaiguri was held at 4th Mile, Alipurduar II Block.
Though the state network doesn’t have a formal structure in this district, volunteers from a local organisation Salsalabari Prayaas had already gathered at the spot and started the process for drawing the attention of the crowd. When the Yatra reached the spot it was already evening. Local groups performed a street theatre which highlighted how a certain section of the people are hoodwinked and oppressed by another section. It asked people to raise their voice and ask questions. Local GP member (Chaparer ParII GP) welcomed the yatra and wished the team luck in its endeavours. WBEN members spoke about the vision of WBEN and NAFRE Peoples Movement and spoke about the Yatra.

After this the team then moved to a place called Salsalabari. Another youth team was awaiting the arrival of the yatra. The Yatra team then descended from the bus and rallied shouting slogans to the spot where the street corner was supposed to be held. When the Yatra reached the spot local volunteers were already performing songs. Later WBEN leaders spoke about the objectives of the alliance as well as NAFRE Peoples Movement. The objectives of the yatra were also spelt out. Members of different political parties were a part of the crowd and informally interacted with several WBEN members on the Yatra, its objectives etc.

The programme for the day ended around 8:30 PM. The Yatra then moved over to Panialguri for the night.

At Kalchini in Jalpaiguri, the Yatra was welcomed by the local organizers who were already present at the Kalchini Mor and addressing the crowds gathered at the spot. WBEN representatives along with the local people shouted slogans demanding education in mother tongue, protection for children in tea gardens, immediate action to curb the aspects of malnutrition and starvation among children in tea gardens. The role of WBEN and NAFRE Peoples Movement were spelt out. More than 200 people gathered at the spot and listened to the deliberations by WBEN members. Large numbers of leaflets were distributed. Quite a few number of Samapath (magazine published by WBEN) were also handed over to persons interested. Local representatives also addressed the crowd in Sadri.

The Yatra then rallied for about a kilometre shouting slogans. The people had placards written in both Hindi and Bengali. The team moved inside the tea garden area where they had an interaction with the tea garden workers. The meeting was held at a newly constructed ICDS centre the community had gained after serious agitation. WBEN members tried to gain first hand account of the situation in tea gardens. Women workers who were mostly present in the meeting shared their struggles. WBEN members offered their solidarity to their struggle and spoke about the objectives of WBEN and NAFRE Peoples Movement which inherently constitutes all such peoples struggles. A team of young children then performed a song depicting the situation in tea gardens. After spending about an hour the YATRA moved to their next destination.



From Kalchini the team moved to another tea garden area Binnaguri. A cycle rally was held from this place to Palashbari tea garden, a distance of around 6kms. The cycle rally had youths shouting slogans and carrying placards. Continuous miking was being done to attract the attention of people. Around 100 youths were in their cycles while several others were inside the vehicle miking.








The yatra following the cycle rally moved to Palashbari Tea Garden where tea garden workers welcomed the Yatra in their traditional style. Local folk songs and drum beats aired the atmosphere. Hundreds of people including children were waiting for the Yatra to arrive. A street theatre was performed by a local group. WBEN members addressed the gathered crowd in issues ranging from education to child starvation in tea gardens and peoples right to life. The Objectives of WBEN and NAFRE Peoples Movement including the Yatra were spelt out. People were requested to join the culmination programme on the 5th of February, 2008. Around 2000 people participated in the gathering.



The Yatra then moved from Jalpaiguri towards Siliguri and Raiganj. Due to heavy traffic congestion on the Jalpesh Setu, the Yatra got delayed and hence few WBEN members and NAFRE CS members couldn’t get the scheduled train to Kolkata. Alternate arrangements were made and the team took a hired car towards Kolkata. The rest of the Yatra towards Raiganj faced another road mishap which delayed them by about 3-4 hours. The team finally reached Raiganj around 5:00 in the morning.

Various print and electronic media covered the event and interviewed the WBEN and NAFRE representatives. Kolkata TV, NE TV and Tara Bangla were the primary ones who covered the event.

District- Uttar Dinajpur

As the team reached at 5:00 in the morning, there was little scope for enough sleep. The WBEN members were however enthusiastic and got ready for the day around 9:00 in the morning.

The first place that the Yatra went was Dakshin Soharoi under Raiganj Block- a tribal hamlet comprising of primarily landless labourers. Issues of equity in education, right to work and livelihood issues were discussed. Local women interacted with the WBEN members. The Objectives of the Yatra were categorically spelt out. Around 200 people participated in the programme. After about an hour the yatra moved over to the next place.

The Yatra reached Gobindapur village under Raiganj Block. Primary school teachers and officials of a local agricultural cooperative bank deliberated at the meeting and welcomed the yatra. They offered solidarity to the struggle initiated by WBEN and NAFRE People’s Movement. WBEN members also spoke in detail about it objectives and vision. Cultural team of WBEN also performed at the venue.


The yatra then moved for lunch and then towards Nowda under Hemtabad Block. A public meeting was organised were WBEN members addressed the gathered crowds. Around 500 people gathered at the spot. Cultural programmes and discussions were carried out in the programme which lasted for more than 2 hours. Local High School teacher, teacher from a primary school and leader from a student’s union spoke at the meeting. They welcomed the Yatra and offered solidarity to the struggle issues by WBEN and NAFRE People’s Movement.



The night was spent at Hemtabad High School. It was chilling cold in Uttar Dinajpur due to the cold wave in northern Bengal and added to it was the overnight rain.



The first programme that was scheduled to be held at Hemtabad crossing had to be shifted inside the Office of the BDO due to heavy rain. It was heartening to note that around 300 people gathered at the spot overlooking the bad weather. The State Convenor of WBEN and CS member NAFRE People’s Movement rejoined after they missed the flight to Manipur in spite of the valiant attempt they had made to make their presence in the inauguration of the nation wide yatra.

Panchayat members both men and women, women leader from the Bidi Union spoke at the venue and showered support to the causes that WBEN and NAFRE People’s Movement .

DAY 6

After spending the night at the same hall where the programmes were held at Manikchak, the Yatra started to move for its 2nd day at Malda.

The first street corner was held at Sattari under English Bazaar Block. Several other street corners were held throughout the first half of the day. The venues were

People gathered in hundreds in all the programmes. WBEN officials and NAFRE People’s Movement representatives highlighted the objectives of the Yatra. Local teachers and members of local organisations also spoke at the venue.

From Ganga Prasad the Yatra turned towards Panchanandapur. The Yatra was welcomed by children from schools situated on the way to Panchanandapur. Human Chains surrounded the roadsides as the Yatra moved towards the public gathering.

The next programme was held at Bangitola under Kaliachak II Block. Around 3000 people gathered at the venue. Local activists, WBEN members, NAFRE People’s Movement all shared their feelings towards such Yatra. Representatives from VCRO (Sarad Panda and Akshay Kumar) BLAM (Mansoor Bhai and Sarad Nandi) also spoke at the meeting. After an overnights sleep at Maheshpur Primary School under Bamangola Block at Malda, theYatra team had their first street corner at the road facing the school. It was raining and the cold wave was still making its presence felt. The attendance didn’t fulfill the expectations but nevertheless people joined in ignoring the damp weather conditions.

The Yatra then moved to their next spot at Bulbulchandi Mor under Habibpur
Block. Leaflets were distributed among the local people. WBEN’s magazine Samapath was shared with people asking for such. Informal discussions were held with several people and WBEN members.

The Yatra then moved to the next place at Gazole Mor. Local WBEN members joined the yatra and the team rallied trough the streets for about a kilometre before holding a street corner. The Objectives of WBEN and NAFRE People’s Movement was spelt out. Local leaders as well as WBEN state members spoke at the meeting. The cultural team also performed at the venue.

The next place where the Yatra went was LIC Mor under English Bazaar Municipality. Leaflets were distributed in numbers as well as Samapath. NAFRE Cs member Sri Gour Gopal Sardar spoke about the objectives of NAFRE People’s Movement and the Yatra.

After lunch the team went towards Manikchak under Manikchak Block.

Due to incessant rains the programme venue had to be shifted from the main road to the Block Community Hall.

In spite of the rains people gathered in huge numbers at the venue. Cultural programmes were held in between discussions highlighting the issue of displacement, livelihood issues and equity in education. Local victims of displacement (displaced due to Ganga Bhangan) also spoke at the venue. CS member and NEC member of NAFRE People’s Movement spoke about the objectives of the Yatra. Around 1000 people were present at the meeting. Children also performed during the programme.

*JANA ADHIKAR YATRA 2008 FOR RIGHT TO LIFE WITH DIGNITY*

After sixty years of independence, our children are still facing deprivation. Children suffer from malnutrition, they are out of school, engaged in work, abused and being trafficked for physical and sexual exploitation. Despite a very old legislation “Child Marriage Restraint Act, 1929, the ncidence of child marriage is still prevalent today, subjecting girls to a host of abuse and deprivations. Presently armed conflict, development induced eviction and displacement is impacting a child’s physical and psychological development.

The above instances depict some of the instances where lives of children have been impacted, their rights violated. It portrays the condition of the children of the oppressed class in our society where larger issues beyond the realm of education affect them. Domination of small scale industries and
trade by larger giants, displacement in the name of SEZ, development induced eviction, absence of rehabilitation for people affected by river erosion (bhangan), closure of tea and other industries, absence of structured social security for unorganized workers, diktats of globalization and
liberalization, control and restriction of knowledge, privatization of education and health, loss of control over natural resources by the inhabitants, bilateral agencies & bodies like WTO influencing government’s shift from agriculture to industrialisation and anti-poor policies are some
of the vignettes creating exploitation and oppression by the rich on the poor. This while serving the vested interest of the imperialistic forces, creates a chasm with the exploited or toiling class, rendering them to be at the receiving end being voiceless, powerless and marginalized. * Children
are worst affected in the entire process.*

West Bengal Education Network (WBEN) is a forum of grass-root organizations presently working in fourteen districts of West Bengal started its journey in 1996 with the aim of initiating the right to equal education for all children. In the entire journey several organizations and individuals have extended their support and solidarity. At the national level, WBEN works in
association with NAFRE Jan Andolan.

West Bengal Education Network (WBEN) strives towards establishing Child Rights through a progressive social structure where education is based on Justice and Equity. In achieving this WBEN aims to work towards a larger inclusion and mobilization of people excluded, exploited and oppressed for actualizing their rights. We believe Education cannot be viewed through a
single lens but through one that binds education with right to life with dignity. It brings under its purview the right to work and food while creating a demand for right over natural resources (forest, land and water).

The notion of development that is prevalent in our country seems skewed and mired in global decrees of imperialistic forces. It is found to exploit both nature and mankind. Rather than having an encompassing approach of inclusion with regards to development, it breeds exclusion and formation of classes. It benefits and vests power to a handful while exploiting majority
of the working class. It also sees the rise of nonchalance and indifference of the middle class who struggle to stay afloat in the tide of the consumerist life. The policies and rules of governance hardly benefit the exploited class.

There are lakhs of children who are excluded from the educational system. In a state where displacement and eviction in the name of development is dispossessing people from their lands and houses, violence and police excess is predominant in their daily lives, police forces are deployed in schools to maintain law and order, river erosion makes existence and identity trying, closure of tea gardens bring life to a halt, children are forced to migrate either singly or with the family in search of work, livelihood options are limited, children are on the roads and platforms, children are
being trafficked for labour and sex, people are losing their rights over natural resources, exploitation is rife at all stages, it would be meaningless to think of education for all without addressing their pressing basic needs first. In such circumstances education for their children is
relegated to the backseat of priorities for these oppressed people.

Despite education being a Fundamental Right of all children vide 86thamendment of the Constitution, it is yet to translate into reality. In today’s educational system where there is a distinct divide in the quality of education imparted by private and government schools, equal and quality education for all remains a dream. *WBEN strongly believes that to actualize
equal and quality education for all children Common School System is the need of the hour.* The Common School system would dispel the different classes within the education system and break the control of knowledge by promoting inclusion. It would also look at education as a tool for social transformation.

WBEN in collaboration with NAFRE Jan Andolan is organizing a People’s Right March in fourteen districts of our state (Cooch Behar, Jalpaiguri, Uttar Dinajur, Malda, Murshidabad, Burdwan, Hooghly, Paschim Midnapore, Purba Midnapore, North 24 Parganas, South 24 Parganas, Purulia, Bankura and Birbhum) from 19th January ‘08. *The march would culminate in Kolkata on 5th February ’08 at the Metro Channel, Esplanade.* It would be preceeded by a rally from Subodh Mullick Square to Metro Channel. It is a part of the Jan Haque Yatra taking place in 13 states of our country (Manipur, Bihar, Jharkhand, Orissa, Uttar Pradesh, Madya Pradesh, Delhi, Gujarat, Rajasthan, Karnataka, Tamil Nadu, Kerala and Maharashtra).

The People’s Right March demands–*Implementation of Common School System, Protection and ensuring of Child Rights, stopping SEZ and the promotion of Neo-imperialism, stopping development induced displacement and related policies and demolishing new imperialistic structure. The Yatra also condemns communal fascism rampant in other parts of our country like Gujarat and repealing of Armed Forces Special Power Act in conflict torn states like
Manipur both of which have adversely impacedt children. *

Talking to newspersons here today, WBEN Convener Swapan Panda said, ''Despite education being the fundamental right of all children, according to the 86th amendment of the Constitution, but the scenario in the present education system is quite contrary to that. There is a distinct divide in the quality of education imparted by private and government schools and equal and quality education for all remains a distant dream.'' The WBEN also demanded non-commercialisaton of education, mid-day meal for all upto secondary level, rescue and rehabilitation of all children engaged in labour, drastic measures to combat trafficking of women and children, right to food and work for rural and urban people, activation of Public Distribution System for the benefit of the poor, proper implementation of NREGA and rehabilitation of the victims of natural calamities.
The yatra started on January 18 and would culminate in Kolkata tomorrow, he added.
''We also condemn communal fascism in Gujarat and repeal of Armed Forces Special Power Act in conflict-torn Manipur, both of which have adversely affected the children,'' he said.

Jana Adhikar Yatra for children's right

COOCH BEHAR, Jan. 18: Aiming to make the world habitable for the children the West Bengal Education Network (WBEN) is organising a march named Jana Adhikar Yatra in five provinces of eastern India. According to the plan the central rally will start from Manipur on 23 January. It will arrive in Orrisa on 9 March.

As a part of the programme two rallies will be organised in West Bengal. The first one is to start from Cooch Behar tomorrow and the second one from Purulia on 28 January. These two rallies will go through different districts of the state.

Convener of Cooch Behar district unit of WBEN, Mr Partha Nath Sarkar said WBEN is a partner organisation of National Alliance for Fundamental Right to Equity (NAFRE). From the very beginning it is fighting in fourteen districts in this state to get equal right and education for all children.

Mr Sarkar said WBEN wants to bring all children under a common school education system, midday meal for students up to Class X, budget allocation of ten percent for education sector, end of commercialisation of education system and rescue and rehabilitation of all child labourers. "We want to build up a social system that is founded on social justice and equality of education for all children", he said. []

COOCH BEHAR, Jan. 18: In order to make the world a special place for children, the West Bengal Education Network (WBEN) is organising a march called Jana Adhikar Yatra in five states of eastern India.
According to the plan, the central rally would start from Manipur on 23 January. It will arrive in Orissa on 9 March.
As part of the programme, two rallies would be organised in West Bengal. The first one would start from Cooch Behar tomorrow and the second one would start from Purulia on 28 January. These two rallies will visit various districts of the state.
The convenor of the Cooch Behar district unit of WBEN, Mr Partha Nath Sarkar, said that WBEN is a part of National Alliance for Fundamental Right to Equity (NAFRE).
From the very beginning, it is fighting for the equal rights and education for all children in 14 districts of the state.
Mr Sarkar said that WBEN wants to bring all children under a common school education system, arrange for mid-day meal scheme for students up to Class X, wants to allocate ten per cent budget for the education sector, end commercialisation of the education system and go in for rescue and rehabilitation of child labourers.
“We want to build up a social system based on social justice and equality of education for all children”,he said.

WBEN –NAFRE JAN ANDOLAN YATRA

The Yatra in the state started on the 19th of Jan’08 from Sahid Bagh in Cooch Behar (a district in North Bengal) and culminated on the 5th of Feb’08 in Kolkata. En-route this Yatra covered 14 districts in the state vis. Cooch Behar; Jalpaiguri, Uttar Dinajpur, Murshidabad, Burdaman, Hooghly, Paschim Midnapur, Purba Midnapur, 24-Parganas(N),24-Parganas(S), Purulia, Birbhum, Bankura and Kolkata .

The demands raised during this Yatra where primarily -Implementation of Common School System, Protection and ensuring of Child Rights, opposing SEZ and the promotion of Neo-imperialism, opposing development induced displacement and related
policies and demolishing new imperialistic structure. The Yatra also
condemns communal fascism rampant in other parts of our country like Gujarat
and repealing of Armed Forces Special Power Act in conflict torn states like
Manipur both of which have adversely impacted children.

In addition to the above WBEN specific demands in the state were as follows:
- Equity in Education.
- Non commercialization of education
- Stopping displacement and eviction of people in the name of development and
beautification.
- immediate state action to the incidents of malnutrition and starvation related
deaths in tea gardens.
- Mid day meal up to secondary level
- Rescue and rehabilitation of all children engaged in labour
- Drastic measure to combat trafficking in women and children
- Right to food and work for rural and urban people
- Public distribution system should be activated for the benefit of
the poorest of poor.
- Proper rehabilitation of victims of natural calamities and river
erosion.


The Yatra covered 3200 kms approx. in 18 days. The Yatra covered a plethora of events like street corners, meetings, Jan sabhas, cycle rallies, padyatras, and motorcycle rallies. Cultural evenings en-route where people in hundreds joined and showed there solidarity. Local artist performed at various places which inspired the people and recharged the energy level of the ones who where part and parcel of the Yatra.

Handbills, pamphlets were distributed. Widespread postering was done across these 14 districts before the Yatra. Press meet were organized in districts as well as in the state capital. Meetings were also held with government officials in the district. Media covered the Yatra widely.

This Yatra has been instrumental in mobilizing large section of the society who has being facing the brunt of the issues directly or indirectly. New groups have joined or have shown solidarity to the process enunciated. It has helped in raising the mantle of confidence both among the members of the alliance both at the state and the district level. Youths leaderships have emerged which needs to be nurtured in future.

In addition to this it was also noticed that individuals, community based organizations, mass organization, intellectuals, networks , quasi movements groups have also shown solidarity to the Yatra by joining the same at different point of time. There has been a mixed reaction among the different political groups about the Yatra and the alliance behind it both at the district level as well as at the state level. In some places WBEN faced resistance from members of local political parties who in spite of theoretically aligning with the issues found it difficult to digest when large numbers of people showered in to show solidarity to the Yatra.

The culmination at the heart of Kolkata witnessed around 8000 people joining in from various districts. Street theatres opposing the modern concepts of development for few displacing thousands were shown. Eminent persons from different political backgrounds as well as people from WBEN, NAFRE People’s Movement and other local movements deliberated on the issues.

Efforts were accentuated to have meeting and interface with government officials on the demands raised during the course of this Yatra.

This Yatra has helped in widening the visibility of the state alliance to a great extent.It has also thrown numerous opportunities and challenges to the alliance in days to come.
